Xi Jinping’s Report to the 19th National Congress of the Communist Party of China

On 18 October 2017,the Chinese President Xi Jinping reported to the 19th National Congress of the Communist Party of China (CPC) on behalf of the 18th Central Committee of the CPC at the Great Hall of the People in Beijing, China.

 

Mr. Xi stated in his report Building a successful Socialism with Chinese Characteristics in the New Era that in the past five years, we have made all-round efforts in the pursuit of major country diplomacy with Chinese characteristics.

 

"We have jointly pursued the Belt and Road Initiative, initiated the Asian Infrastructure Investment Bank, set up the Silk Road Fund, and hosted the First Belt and Road Forum for International Cooperation, the 22nd APEC Economic Leaders' Meeting, the G20 2016 Summit in Hangzhou, the BRICS Summit in Xiamen, and the Fourth Summit of the Conference on Interaction and Confidence Building Measures in Asia. China champions the development of a community with a shared future for mankind, and has encouraged the evolution of the global governance system."

 

He said openness brings progress. China will become more and more open. "We should pursue the Belt and Road Initiative as a priority, give equal emphasis to "bring in" and "going global," follow the principle of achieving shared growth through discussion and collaboration, and increase openness and cooperation in building innovation capacity.

 

"We will expand foreign trade, develop new models and new forms of trade, and turn China into a trader of quality. We will adopt policies to promote high-standard liberation and facilitation of trade and investment; we will implement the system of pre-establishment national treatment plus a negative list across the board, significantly ease market access, further open the service sector, and protect the legitimate rights and interests of foreign investors. All businesses registered in China will be treated equally."

 

"We will improve the balance in opening our different regions, and open the western region wider. We will grant more powers to pilot free trade zones to conduct reform, and explore the opening of free trade ports. We will develop new ways of making outbound investments, promote international cooperation on production capacity, form globally-oriented networks of trade, investment and financing, production, and services."

 

President Xi emphasized the goal to build a community with a shared future for mankind, "China will actively promote international cooperation through the Belt and Road Initiative. In doing so, we hope to achieve policy, infrastructure, trade, financial, and people-to-people connectivity and thus build a new platform for international cooperation to create new drivers of shared development."

 

The report lasted for almost three hours.
